The great annual challenge: the best dancers contest in Buenos Aires for the world title in the categories of Salon Tango and Stage Tango. Hundreds of couples, from Argentina and abroad, will be judged by a panel of remarkable artists. The two exciting finals will be held at the mythical Luna Park stadium.

DANCE WORLD CUP 2013 RULES

The Ministry of Culture of the Government of the Autonomous City of Buenos Aires announces the Dance World Cup 2013, to be held between August 19 and 27, 2013 within the framework of Tango Buenos Aires Festival and World Cup, in the Autonomous City of Buenos Aires, in accordance with the following terms and conditions.

The Dance World Cup 2013 consists of the following categories: Salon Tango and Stage Tango. Participation is open and free for amateurs and professionals.

ORGANIZATION

The Ministry of Culture of the Government of the Autonomous City of Buenos Aires is the highest authority regarding the organization, programming and execution of the Dance World Cup 2013, and will also monitor the compliance of all the terms and conditions stated in these Rules.

The Organization will not take any responsibility for delays and unexpected events that may arise for any cause whatsoever at the moment of performance of the different contestants in the different rounds.

The Organization reserves the right to record all the stages of the Dance World Cup 2013, by any means known or to be known—including but not limited to filming, recording, photographing, digitalization, etc.— by itself or third parties, in order to promote and advertise the event. The recorded material obtained will be exclusive property of the Ministry of Culture of the Government of the Autonomous City of Buenos Aires. By entering the Dance World Cup 2013, participants explicitly and irrevocably authorize the use of the recorded material, without this suggesting—or implying—any compensation for any reason whatsoever by the Ministry of Culture of the Government of the Autonomous City of Buenos Aires, in favor of any person or organization that claims entitlement to any right that may be invoked. This clause also includes, without limitations, all photographic material published and/or made available for promotion, advertisement or any other purpose.

All contestants of the Dance World Cup 2013 are committed to participate in various ceremonies and events organized by the Organization—such as press conferences, interviews for radio stations and/or over-the-air or cable television channels, etc.—if they are summoned for such purpose.

Only the Organization will have the faculty to arrange the contestants’ order of performance and its modality, as well as specify the amount of rounds in which a couple has to participate.

All the contestants will have to check in on the date and time specified by the Organization. At this opportunity, they will receive the order number and be informed of the approximate dates and times in which they will have to perform in the different stages of the corresponding category. Those who do not check in will not be able to participate in the Dance World Cup 2013. A delay will only be considered in duly proven cases of force majeure and/or in the event of circumstances of public knowledge.

The following individuals will not be allowed to compete: staff of the Office of Festivals and Central Events; organizers of official affiliated competitions and jury members of Tango Buenos Aires Dance World Cup and its affiliated competitions; the programming staff and artists of Tango Buenos Aires Festival and World Cup, sponsors and/or staff of companies that sponsor Tango Buenos Aires Festival and World Cup, or ay other person with a permanent or temporary relationship with the Office of Festivals.

The Organization establishes the website buenosaires.gob.ar/festivales as the official means of communication, without excluding other means.

REGISTRATION

Registration and participation in the Dance World Cup 2013 is free of charge for both categories. People interested in participating must register from July 1 through August 1, 2013. The Organization will be entitled to extend the enrollment period should they consider it necessary.

Registration can be done via Internet through the official website buenosaires.gob.ar/festivales or in person at our offices located on Av. RoqueSáenz Peña 832, 6th floor, from Monday to Friday: noon–5 p.m. For more information about how to register, please call 0800 333 7848, from Monday to Friday: noon–6 p.m.

Couples can be of any nationality, and its members must be at least 18 years of age by the starting day of the Dance World Cup 2013. Only one registration is allowed per category, although it is not compulsory to register in both categories or with the same partner. Each couple will represent a city. If partners are residents of different cities they will have to choose the place of residence or birth of only one of them. However, in case one member of the couple is Argentinean, and the other is foreign, they will be able to represent the foreign city if they have both lived for a minimum of two years in that city. Otherwise, they will have to represent Argentina.

CHECK-IN

All contestants must confirm their registration at the time of check-in. In order to check in, contestants must provide an identity card or passport to certify the place of birth or residence in the city they decided to represent. The ID and the registration certificate must be shown at every stage of the competition.

It is not compulsory for both members of the couple to attend the check-in; it will be enough if only one of them does, carrying the IDs of both members. Check-in cannot be done by third parties.

All the information provided at the time of registration/check-in will be considered a sworn statement. Any contradiction in the information, subsequent to the signature, shall be penalized by the Organization with the subtraction of points, disqualification from the competition, or any other resolution that this body may establish.

COMPETITION

The Dance World Cup 2013 will be developed in three stages for both categories: a) Qualifying Round, b) Semifinal and c) Final

QUALIFYING ROUND

All fully registered couples will participate, giving two performances on two consecutive days. They will be evaluated by different judges, and the scores from each performance will be added and averaged. Couples who obtain the highest scores will advance to the Semifinal.

SEMIFINAL

Those couples selected in the Qualifying Round and the winners of the different competitions endorsed by the Dance World Cup 2013 will participate. At this stage, each couple will dance once.

In the Salon Tango category, the Autonomous City of Buenos Aires will be represented by the couples that finished between the second and fifth place in the City Dance Championship, held in May 2013, and by the winning couple of the Milonga Dancers of the World category.

FINAL

The couples selected in the Semifinal will participate at this stage.

In the Salon Tango category, the Autonomous City of Buenos Aires will be represented by the couple that won the first place in the City Dance Championship (Adult and Senior Salon Tango), held in May 2013. Also participating are the couples that obtained the first place in the Salon Tango and Stage Tango categories of the 4th Tango European Championship, held in Rome, Italy, in July 2013.

The couples in Salon Tango will compete in group performances dancing to three songs, recorded or played live, selected by the Organization. In the Stage Tango category, each couple will compete individually, dancing to one song of their choice that may not be longer than four (4) minutes. This music piece must be handed in to the Organization in CD format (two original copies in good condition). Couples may perform different choreographies at the various stages of the competition.

The Organization will be entitled to eliminate from the competition those participants that do any of the following:

  • a) Do not comply with the rules;
  • b) Carry out, during the competition, any political or religious demonstration (by any means) that may be offensive to the audience or the Organization, or affect the course of the event;
  • c) Commit any moral offense or improper act that tarnishes the image of the Dance World Cup 2013, or may cause displeasure in the public.

THE JURY

The Jury of the Dance World Cup 2013 will be appointed by the Organization with the advice of eminent dance figures and the collaboration of the Association of Teachers, Dancers and Choreographers of Argentine Tango (AMBCTA) and the Chamber of Tango Venues and Argentine Popular Music. In both categories, the Jury will be composed of 5 members at the Qualifying Rounds, 6 at the Semifinals, and 7 at the Final.

All the decisions of the Jury will not be subject to appeal. By enrolling, participants accept this condition.

The score for each performance will result from the accumulation of points, given by each member of the Jury on a scale of 1 to 10, in accordance with the criteria described in the following section. Then, an average score will be calculated by dividing the total points by the number of voting jury members.

Any jury member who may have had a work or personal relationship or been the teacher of any of the participants of the Championship for a period of at least 6 months close to the beginning of the competition, shall refrain from scoring such participant. For this purpose, both the voluntary statements of the jury members and the information provided by participants when enrolling will be taken into account. In these cases, the organization may opt for appointing a substitute jury member or getting the couple’s final scoreby dividing the amount of points received by the number of jury members who have actually voted.

The Jury will choose a winning couple for each category. Also, the Jury will grant awards and mentions to the second and third places and will be entitled to award other mentions if deemed appropriate.

In case of a tie for the first place, the contestants will dance to as many songs as necessary until a winning couple emerges from the votes of the Jury. Participants may not refuse to perform.

SUPERVISOR

Appointed by the Office of Festivals and Central Events, the Supervisor will bear the responsibility of ensuring the compliance with the present Rules.

CONTEST (EVALUATION CRITERIA)

1. SALON TANGO (UNRESTRICTED ENTRY, AMATEURS AND PROFESSIONALS)

Once formed, the couple must not separate while the music is playing. For the position to be considered correct, the body of one of the members of the couple must be contained all the time by the arm of the other. It is understood that in certain figures, this may be flexible, but not throughout the duration of the dance.

All movements must be made within the space allowed by the couple’s embrace.

The Jury will take into account the couple’s musicality and walking style as fundamental to the score.

Within these parameters, the couple may perform any commonly used figures of “social” tango, including barridas (sweeps), sacadas al piso (drawn to the floor), enrosques (twists), etc.

Jumps, figures that involve losing the contact of both feet with the floor andall other choreographic possibilities typical of Stage Tangoare completely forbidden.

As is typical in a dancehall, couples must constantly move counterclockwise and may not stay in the same part of the choreographic space as this would obstruct the circulation on the dance floor.

Outfits will not be taken into consideration during the judging process.

2. STAGE TANGO (UNRESTRICTED ENTRY, AMATEURS AND PROFESSIONALS)

Participants will be able to express their view of the Argentine tango dance. This means that couples will be allowed to perform movements, figures and applications that are not directly related to the traditional tango dance. But the choreography must include traditional elements of tango: figure eights, spins, long walks, voleos, hooks, and the “milongueroembrace.” Couples will be able to break the embrace and use techniques from other dance disciplines, as long as they are justified and enrich the performance of the dancer.

Aerial tricks and movements from other dance disciplines must not be excessive. This means that they must not exceed a third of the overall performance. The couple must include floor movement sequences throughout the whole stage floor.

Outfits will not be taken into consideration during the judging process.

If a technical problem should occur, the Jury will evaluate the repetition of the choreography at the end of the assigned performing time slot.

In case of having a problem with the choreography, the couple will decide whether to continue dancing or not, and the Jury will evaluate the manner and gracewith which theysolve the inconvenience; but the couple will not be allowed to repeat the performance.

PRIZES

Each category of the Dance World Cup 2013 will have a winning couple. The prize for the first place in each category will be FORTY THOUSAND pesos ($40,000). The second and third places will also receive prizes and special mentions. All contestants will obtain a Dance World Cup 2013 participation certificate.

A couple’s registration and subsequent check-in implies the knowledge and acceptance of these Rules by each one of the participants of the Dance World Cup 2013.

The Organization will properly solve any inconvenience not considered in these Rules and establish or inform about the clarifying or interpretative rules that considers necessary.

In case of distrust or disagreement, participants may submit a written statement (in Spanish or English) to the Organization and not directly to the Jury, in accordance to the terms of the Law of Administrative Procedure (Dec. 1.510/97).

In case of controversy in the interpretation or implementation of these Rules, the participants and the Organization agree to be subjected to the jurisdiction of the Administrative Litigation and Tax Court of the Autonomous City of Buenos Aires. The parties hereby expressly renounce to any other venue or jurisdiction that may be applicable for any reason. For these purposes, the parties establish that their legal valid residence is the one indicated in the registration form. Any notifications shall be served upon such residence. Furthermore, any legal notification that may be served upon the G.C.A.B.A. (Buenos Aires Autonomous City Government) shall be sent to the following address: Uruguay 440, 2o piso, of. 27, in accordance with Executive order number 3.758/85 (B.M. number 17.540 - AD 280.4), Legal notice number 868/CSJN/87, and Executive order number 294/GCBA/97 (BOCBA number 168).

QUALIFYING ROUNDS

The Qualifying Rounds will begin on Monday, August 19 and Tuesday, August 20, at 12 p.m. Couples from all over the world will add luster, once again, to the competition that is already a classic of our City. For two days, Salon Tango dancers will show off their talent and tango dancing skills. The rounds will be held at the Centro de Exposiciones (Av. Figueroa Alcorta and Av. Pueyrredón), and do not require a ticket to attend. Admission is on a first-come, first-served basis until the venue reaches capacity.

 

SEMI-FINALS

The Salon Tango Semifinals are an invitation to take part in decisive stages of the competition. In addition to the winners of the preliminary rounds, other semifinalists include the winning couples from the national and international affiliated competitions. In this way, dancers will compete for a place in the Final, resorting to their best stylistic qualities. The semifinals will be held on Friday, August 23 starting at noon at the Centro de Exposiciones (Av. Figueroa Alcorta and Av. Pueyrredón) and do not require a ticket to attend. Admission is on a first-come, first-served basis until the venue reaches capacity.

 

FINAL

The selection of the world dance champions in the Salon Tango category will elevate the stage of the Luna Park stadium to a first-class dance floor next Monday, August 26 starting at 7 p.m. And it will be a high point in a night full of highlights. In addition to the crowning of the champions, the program includes the performance of Luis Salinas y la Corporación Tangos. Tickets will be given away on Monday, August 19, starting at 11 a.m. at the box office of the Centro de Exposiciones, until the seating capacity of 10 thousand is reached. A maximum of 2 (two) tickets will be given out per person.

 


QUALIFYING ROUNDS

The Qualifying Rounds begin on Wednesday, August 21 and Thursday, August 22 at noon. Couples from all over the world will add luster, once again, to the competition that is already a classic of our City. For two days, Stage Tango dancers will show off their talent and tango dancing skills. The rounds will be held at the Centro de Exposiciones (Av. Figueroa Alcorta and Av. Pueyrredón), and do not require a ticket to attend. Admission is on a first-come, first-served basis until the venue reaches capacity.

 

SEMI-FINALS

The Stage Tango Semifinals are an invitation to take part in decisive stages of the competition. In addition to the winners of the preliminary rounds, other semifinalists include the winning couples from the national and international affiliated competitions. The semifinals will be held on Saturday, August 24 starting at noon at the Centro de Exposiciones (Av. Figueroa Alcorta and Av. Pueyrredón) and do not require a ticket to attend. Admission is on a first-come, first-served basis until the venue reaches capacity.

 

FINAL

The last stage of the Stage Tango competition brings the most outstanding couples face to face in a thrilling final. The twenty couples selected in previous stages of the competition display their technical virtuosity, choreographic creativity and interpretative sensibility. This culminating event will take place at the Luna Park stadium on Tuesday. August 27 starting at 7 p.m. In addition to the final, the program includes Adriana Varela and un homenaje a Miguel Ángel Zotto. Tickets will be given away on Monday, August 19, starting at 11 a.m. at the box office of the Centro de Exposiciones, until the seating capacity of 10 thousand is reached. A maximum of 2 (two) tickets will be given out per person.

 


CHECK-IN

Dancers must check in personally with their original ID (DNI or Passport) at the Centro de Exposiciones, located at the intersection of Figueroa Alcorta and Pueyrredón avenues, City of Buenos Aires, on any of the following days:

  • Thursday, August 15 from 2 to 6 PM
  • Friday, August 16 from 2 to 6 PM
  • Saturday, August 17 from 2 to 6 PM
  • Sunday, August 18 from 2 to 6 PM

REQUIREMENTS

Dancers must check in personally with their DNI or Passport.

The couples registered in the Stage Tango category are required to hand in 2 (two) CD copies with the music they wish to dance to – CDs will not be returned.

Once dancers check in, they will be given a form with their couple number and the schedule to attend the Qualifying Rounds. They will have to show it at every stage of the competition.

  • Semifinal: August 23, 2013 starting at noon - Centro de Exposiciones.
  • Final: August 26, 2013 at 7 PM - Estadio Luna Park.

Stage Tango

  • Qualifying Rounds: August 21 and 22, 2013 starting at noon - Centro de Exposiciones.
  • Semifinal: August 24, 2013 starting at noon - Centro de Exposiciones.
  • Final: August 27, 2013 at 7 PM - Estadio Luna Park.

AFFILIATED COMPETITIONS

Different cities of Argentina and the world serve as regional venues for the Dance World Cup by hosting local affiliated competitions that send their representatives to the central competition.

Likewise, the City Dance Championship was held from May 10 to 26 in the Autonomous City of Buenos Aires, and the winning couples will participate in the Final representing the City.
